I always make sleeves (and neck finishing or collar, if needed) and then work on the torso downwards. The reason is that the sleeves (or collar, i.e., everything on the upper part of the sweater) may affect the overall length. So once you have the upper part and sleeves completed, it is easier to get the length right.
